Project /Programme Identification Scorecard
What is this?
One of the key things to do during the Identification or Justification stage of setting up a Project or Programme of work is to decide which of the two approaches you are going to follow. Many managers refer to this decision process as more of an “art form” than some kind of mechanical selection process. Despite these commonly held views I have designed a scorecard to take the sweat out of deciding which approach to follow.
Why it’s useful?
For many projects and programmes of work the “die” is often set early on in the lifecycle as to whether the engagement is going to be a success or failure. One of the key decisions that needs to be made in this “die casting process” is whether you intend to deliver the work assigned to you using a project or programme management approach. Get this wrong and you will surely be sending the engagement to an early grave.
If you run an engagement which clearly should be run as a programme and instead run it like a project, you will soon loose control of the work and anarchy will sure to follow combined with a lose of confidence in your abilities and judgment as a manager. If you run an engagement as a programme when it clearly should be run as a project you still might have a failure due to an excessive process overhead which again will erode confidence in you as a manager.
How to use it?
This scorecard should be used during the Project /Programme Identification Stage. During this phase of the Project /Programme Lifecycle you should be making a decision about the approach you wish to take. Once selected, make sure that the correct methodology /framework is adopted and the management products required to be delivered during this stage are aligned immediately to this approach i.e. the Business Case and the Project /Programme Brief.
